ROM Hack Changing PAL system to NTSC

I know there was a way, I usually use hacks guide for help on stuff like this but the links are all down unfortunately. Anyone got any idea how to do this in 2021?

PAL and NTSC is an analog television standard. It has nothing to do with 3DS, neither any handheld.
Anyway, what you want is to change the region of your 3DS. Here's a guide for it.
