Homebrew CFW install failing Need help

Sorry to ask this I have a 3dsxl downgraded to 4.2 emunand at 9.4 trying to install CFW I have the guide off of here and im lost at the part where it says to make a blank text document with the .db extension what is that and how do I do it???

just run notepad on your pc and dont type anything let it blank and just save as tittle.db and import.db after that go to setting, data management, nintendo3ds, software and it will ask you to reset and just make it yes then go to nintendo ds profile hold L
