Homebrew Can’t open boot9strap on Mac

They usually come zipped. You have to unzip the folder in order to gain access over the files in the compressed directory. Windows has a zip tool baked into the system. I would be suprised if mac hasnt got something similar. I hope this comment was of help. If there are any further problems please contact my agent.
 
you are following https://3ds.hacks.guide correct? if you are attempting to follow a video guide, dont. video guides may be outdated, poorly made or missing info

you shouldn't need to open the boot9strap file on your computer, the 3ds will run this to install the custom firmware.
