Homebrew Can't link or make a NNiD?

I haven't touched my 3DS since the infamous pokemon ban wave 2 months ago, I tried getting on today thanks to the new poketransporter and pokebank updates only to find out that I can't link or make a nnid which is required to use both those apps, I can play online because of the friendcodeseed swap I did but I can't link or make a new nnid on the 3ds I keep getting error 022-2402, I was wondering if there is a way to bypass this to use pokebank or poketransporter?

That won't work because it won't let me link or make a new NNiD at all, when I click on making a new id it gives me that error code, when I try to link a existing one it still gives me that error code...

Until more information is found, I'm assuming your "friendcodeseed swap" either broke things or never fixed a previous problem.

swapping the friend code seed doesn't fix the nnid ban. The pokemon ban wave was an online play ban AND an nnid ban.

So you only fixed one issue.
