Hacking can't install a cios

well I am hacking my wii (4.0) ntsc.well I just installed the homebrew channel and the bootmii.

but I want to use neogamma r7 but when I go to neogamma it says I don't have a cios installed. Ok so I got the cios38 rev15 installer but when I install it, I get a error. so I can't install the cios.
