... without USBLoader GX? I downloaded PMEX Remix (off of Internet Archive, because the latest Drive link just sends you to the patch notes, which may matter, but the actual download wasn't there,) and I don't have an SD card large enough, but I formatted the USB I used to fix my computer so I can use it to download it, but I don't know how to use USBLoader GX, so I'm asking this question: Can I mod with a USB without USBLoader GX?

EDIT: I downloaded both on my USB, but when I launch PMEX Remix, it boots me to Brawl instead with the default loader, and the USB loader takes me to a screen I can't see because of the "USB Loader" background, and then when I "press A to continue without config.txt," nothing happens.

Try a smaller Brawl mod on SD card:

(1) Check if your version of Brawl is NTSC-U and 7.92 GB.

(2) Extract Project+ to SD card.

(3) Copy RSBE01.gct from Project+ to "codes" folder(s) on SD card:

SD:\codes
SD:\wiiflow\codes\gct
SD:\usb-loader\codes

(4) Set Loader Ocarina to ON.

(5) Set HookType to AXnextFrame or VBI.

Or, try older Brawl mods by using BrawlBuilder to create a modded Brawl ISO with Project M: Patt or Fully Dressed editions.

Oh Ik how to play P+, personally I find it easier to just download the homebrew version and then launch it from the homebrew channel

Try a new SD card and PMEX: REMIX 0.95DX.

Backup the files on existing SD card.

Format new SD card to FAT32.

If new SD card is more than 32GB, make the first partition less than 32GB.

Copy files from backup to new SD card.

Extract PMEX: REMIX 0.95DX to new SD card.

PMEX: REMIX 0.95DX comes with its own USB loader app.

In Homebrew Channel, click on REMIX USB Loader.

Select Brawl's location (USB Mass Storage or SD Card) with D-pad and press A.

Scroll to Brawl (RSBE) with D-pad and press A.

Click on Options.

Try IOS set to 245, 249 or 250 with Hooktype set to AXnextFrame, VBI, GxDraw or Wii Pad Hook.

Set Ocarina to ON.

Save settings by clicking SAVE.

I would, but I don't have an SD card big enough, that's the whole reason I tried using a USB

A USB Key can be used for Homebrew Apps, ISO's, WAD's ect..., make sure that you formatted your USB Key as FAT32 and create an "apps" folder is in your USB Key before Plug-In to your Wii (you can still keep your SD Card Plugged, it will not impact anythng, just make sure that your USB Key is in Unprotected Mode to create Save Datas from WADS, ISO's Files)
