ROM Hack Can cheat on Virtual Console games

I wanted know if it's possible to hack a Virtual console game, I have trying to edit my save with hexadecimal edit, but nothing, I have trying with NTR, nothing neither. I just want to add more money quickly, and have infinite life if is possible too.
The name of this game is Street Gangs (Avalibe on freeshop).
