Nintendo is running an Wi-Fi event for the Pokemon Black & White games via mystery gift that sends an kind of ticket

it unlocks the legendary pokemon victiny (its a boat ticket to another island in which you get victiny)

The ticket is for a ship in the city with the 3rd gym I believe. Get in the ship, go inside a tower and you can catch Victini. He's at lv 15.

 

[Blackout]

It's the Liberty Ticket that allows you to get Victini at the Liberty Garden Tower.
