Guys wanna cheat Yu-Gi-Oh to Get All Cards but don't know any homebrew which does that...

Put it in SD:/plugin/<TitleID>/

You also should read any notes attached to the plugin. Some are loaded with the debugger menu X+Y, and choosing "game plugin". Others have a cheat list available by pressing a button combination like "Select+X", and others just activate codes with button combinations like "MAX HEALTH - Up+Y"....
