I read that the PSP had some emulators that had ad-hoc multiplayer. Does the 3DS have any emulators that have local multiplayer? I mean older console emulators, not stuff like Citra.

Like what? The only emulators that work on the 3DS that could have multiplayer are GBA games. AFAIK the only ones that could potentially work are game that have hard coded multiplayer options (none of them have wi-fi patches to mimic the link cable). I don't believe any of the emulators contain link cable patches either because of the firm where GBA games run you wouldn't have access to local/wi-fi connections.

I think the only way as of right now is to use PC emulators. Unless Nintendo releases patches for the ambassador GBA games for use with download play, but I don't even know if that's possible because the DS runs GBA natively. I think you'd need a hardmod with a link cable adapter.
