Hacking Are saves interchangeable between different regions?

Can i use a USA save for a EUR game (by copying the file from the USA folder into the EUR folder) and vice versa?

Or do we need a hex editor?

Although I haven't tested it yet, shouldn't the savegame import/export of RinCheat work for that?

Normally,PS system games is region locked(dlc and save data)
Even with game geni in PS3 it's very hard to convert the save file.

It depends on the game. Most often, it won't work without extra modifications.
