That's pretty old, my best assumption is that the name is scrambled because of a bad charset.

Some older software that doesn't support unicode can display garbled strings under certain conditions, especially across different regions i.e. an older Japanese program like PaintTool SAI will be unusable unless the system language is also set to Japanese, programs like Worlds Chat straight up crash if the language is not English.

This is why when you look at the running process in Task Manager it just displays garbage symbols. It's not malware, thankfully.
