so now it's very "dangerous" to change the Shop region???
It's now very impossible to change your shop region.
When you create a shop account, it locks you in to your current region on the server side.
If you try to change your shop region and revisit the shop, it will complain very loudly.
You will be stuck in your original region until you delete your shop account.

Does this mean I need to run Any Region Changer again or was it fix for a rare bug that I won't of encountered.
10/23/08 is a bit vague to base a search on.
The 10/23/08 update was the one where all IOS were updated to have the signing bug fixed. If you tried to downgrade your Wii to 3.2 using my application (Or tried to go from e.g. 3.2E to 3.2J), it would need to download and patch an IOS to allow this. Previously, it was grabbing the latest IOS35 regardless--which made many things fail, since many of the functions of the program relied on fakesigning.
Now, that issue is fixed.
You wouldn't notice it unless you try to do downgrades.

you always usually get a minor error somewhere along the downgrade, which is nothing....
