ROM Hack Any Good Hacking Programs For Sonic Advance

Does anyone know of a good program for hacking sonic advance sprites/levels? Give me any suggestions, and please not in hex, I am new to this whole hacking and homebrew thing, and the only experience i have in hex is some gameshark codes in pokemon silver.
