Gaming Animal Crossing DIY recipe bug(?)

So I got the recipe for the flimsy axe on my first character, but my SO can't get it on hers for some reason. Anyone else experiencing this or have any advice?

HAHAHA, I'M DUMB.

We deleted our save data because she's the one who mainly plays the game and I figured it'd be better if she could make her own axes and what not. We just learned you can buy several recipes from Tommy. Many hours of time have been wasted.

I need help with Flimsy Axe recipe... Tommy just talks to me and gives me hint about random stuff but i cant buy anything from him

I'm on Day 2; got house; and bought all the recipes from the Machine (Stone Axe and Axe including)

Found it

Went to "Tom Nook", gave him a Tiger Butterfly and then a Red Snapper that he said he will said to his friend at the museum, then he shared a new 'Critterpedia' app and then DIY recipe for Axe

I did it once while on airplane mode.. started game, got the house build on Day 2
Reverted back to original date
