Yesterday, I was on a web page with lots of black on it. I noticed a shiny white speck on the screen. It doesn't bother me too much, but the fact that I found it does bother me.

that's pretty bad. I've had my 2g for around 2 years I think. This hasn't happened, luckily...(other things have, but that's not the point) If you are still within the warranty's range, I would say this is probably most likely definitely covered. Go replace it.
 
If it's a manufacturing fault, Apple has to replace it (or fix it). I'm like that too, and only one stuck pixel would really bother me.
 
Alright. Well since the new iPods have retina display, individual pixels are hard to see. Which means even if I do take it in to Apple they probably won't be able to see it unless they're anal like me.
