I think this is a fair question and kind of a grey area for me so i wanted to ask to be sure i dont break the rules of the temp.

I made a port for cheatcodes for legend of zelda the minish cap on virtual console since no one else has done it.

I made it a built in mod menu to the game... WIP.. I wanted to give it to people for if they wanted to try it out... But id have to link the cia of the game itself as like i said its been built in... Can i link the game?

If you can make a batch ROM patcher, you can release that

You could make a patch for the clean rom and upload it on this site, I think that is allowed.

Or instructions on how you did it... I.E Tutorial? But unless you find a different site posting roms like that, needs to be a patch or instructable type submission.
