It is possible to install RXTools (the one with GBA Support) on 9.8U WITHOUT Cubic Ninja?

My 3DS is the American O3DS.

It can't be installed on 9.8 at all.

AFAIK, your firmware has to be 9.2 or lower to use rxtools. It's possible to update to 9.8 on emunand, but the sysnand (actual system) stays on 9.2 or lower.

Where did you see the Cubic Ninja on 9.8 thing? Maybe I haven't been keeping up with the news...

You're mistaking sysNAND with emuNAND... You need a 9.2 3DS to run rxTools, but you can run a 9.8 firmware from the SD card using emuNAND.

That video is showcasing emuNAND and at around 20 seconds you can see that the system version is actually 4.5. The emuNAND on their sd card is updated to 9.8, but not the actual 3ds firmware.

It sucks, but there isn't a custom firmware publicly available on 9.8 yet

No, and when there is you will know so there is no reason to make a new thread for this question again.
