Buy Sonic Mega Collection for the Gamecube. All the games can run in PAL 50Hz or PAL 60Hz.
The other solution is to use Any Region Changer, boot using Homebrew Channel and change the TV Type to NTSC. Then install a US Sonic 1 and Sonic 2 Genesis WADs and they will run in NTSC 60HZ. It does mean some PAL Channels don't work, some Wii games don't boot (use Wiigator to boot them instead) and PAL Gamecube games don't work.
