Hardware 3DS won't turn on

My brother wanted me to reinstall his cfw on his console. Please note that the console already had cfw. So, he thinked that id he formats the console's SD card, he could get rid of the cfw. But, when he pressed the Power button, the console doesn't turn on. Now he is sad. Is there any way to revive it? Please also note that I don't have a NAND backup. I am scared that his console is dead forever. Also, I tried everything, nothing works.

The 3DS just shows a black screen then the blue light stays for 2 seconds then it turns off.

It sounds like you are just missing the boot.firm file on the sd card. Go here https://github.com/AuroraWright/Luma3DS/releases and download the 7z and extract the boot.firm to the root of your sd card. That should fix the issue.

I agree with Aletron9000. Do you remember what CFW you was using? A9LH or B9S? Because you will need a different file depending. 7.0.5 is for A9LH newest for B9S.
