Which 3DS model?
Does the console have custom firmware installed? If so, do GodMode9 and Luma3DS settings work?

Yes It has the latest luma, i cant boot into the luma settings, Godmode9 does work, Model is OLD 3DS Aqua Blue Original 2011 one

Try reinstalling the latest version of Luma.
