I closed artic base and restarted the 3DS then 3DS sound crashes when I open it how to I fix it? (A cyan screen also appears while launching it)

can you post the crash screen? That's not enough info

Pretty sure your SD card is corrupted. Backup all the files from your SD to another device, then format the SD to FAT32, finally copy all the files back.

Finally, delete the bin file that's inside luma/plugins folder in your SD.

try deleting plugins that were added to your sd card (fbi->SD->luma->plugins->current directory->delete all
