Misc 3DS Nintendo Eshop Error 007-2100

I cannot connect to eShop anymore. It was OK until last 2 weeks that I got Mario and Sonic demo at 96% and got disconnected and I cannot connect to it since then. I googled a lot and already tried these without any result:

1- Set static IP for 3DS and open all ports for that IP.

2- Changed my region to Canda but didn't help. (Since my console's region is PAL (it's U.A.E. edition or something)) and eShop doesn't seem to work on any other country available to me.

3- Restarted system.

4- Tried system update but it says that system is up to date.

What can I do?

I suppose youre sure Iran is not blocking the eShop? One year ago I could not connect in Tehran a Wii to the online Service, from one day to another we had this Problem.

    There exists a SDL2 port to the Wii. But as far as I can tell it's worse than the SDL v1.2 port. I couldn't even manage to get the 32x240 screen of the game stretched to the 640x480 viewable region of the port. It would only work when using game resolution 640x480 as well but due to the game video being run as software emulation, it just runs slow with anything higher than 320x240

    I mean - I'm fine with the original DOS feeling of 320x240 pixels. There's nothing wrong about it. It just feels more "original". DOS resolutions like 640x480 were based on VESA anyway like BLOOD actually used VESA for screen resolutions > 640x480
