3ds hacking/homebrew help, title won't launch

Titles won't launch and look like they'r loading forever:

I can't find anyone on the internet with the same issue, I asked for help but no one was able to help.
A long time ago I deleted the Nintendo Sound app (for some reason idk I actually really like the app) with FBI (ik ik now that it's stupid to do so) but everything worked fine.
Now I recently installed Netpass and Pretendo and switched to the pretendo servers, didn't open netpass yet (installed netpass with QR-code).
Now I also wanted to get my sound app back so I created a QR-code from the latest version of the sound app cia in the internet archive and tried installing it, then this bastard of a 3ds said to me: "failed to install, title already exists". So I removed all unused tickets and pending titles and tried it again, it failed lol so I thought okay nvm then, returned to the home menu and tried to launch netpass... waiting waiting... nothing happens... I thought "damn that's loading very very long" so I force powered off my 3ds and tried again with different apps and it didn't work. I booted into Luma menu and booted directly into the homebrew menu.
So when I try to launch an app from lumamenu -> hb menu -> fbi and try to launch an app there to see the error code:

Failed to launch title

Result code: 0xC8A0CFF0

Level: Status (25)

Summary: Invalid state (5)

Module: Applet (51)

Desc: Busy (1008)

Does this happen with all apps, including preinstalled stuff like System Settings?

The usual way to reinstall system titles is to just do a System Update. This does not remove CFW. (You can also download titles using 3DNUS.)

If you can't launch System Settings directly, you can try booting into Safe Mode.

hello, I can't open any app including system settings. when I try booting into safe mode it just boots into luma

Please clarify how you are trying to boot into Safe Mode.

Also, I don't know what you mean by "boots into Luma". I presume you mean that the Luma config menu appears.

oh uh ye Luma's config menu just appears but I am trying to boot intro safe mode by holding R+L+UP+A+POWER

nvm it booted into safe mode
