Hardware 2ds 3ds system transfer

hi i have a a quick question.

the original 2ds bundles come with a pre installed game like mario kart 7 or super mario brother 2 or zelda ocarina of time

but they dont have nintendo id on them. once nintendo id is added they become attached to it.

is it possible to system transfer those games (before nintendo id is added) to a new 2ds or new 3ds (that have already have an account attached)?

asking because do not want to make another account (since 3ds accounts work for only one system)??
