Apologies if this is the wrong section, but you guys are pretty good at debugging

My 3DS is running 10.3.0-28U, and when I try to access the eShop from HOME Menu, I receive that error code. From my understanding, it appears when your Nintendo Network ID and system region are different. Mine are the same.

I recommend you call nintendo. They have a great customer service and since you are on 10.3 then there's nothing to hide. Just say the eshop suddenly stoped working and the error code and they will help you out.
