I don't think you need to downgrade anything.
After installing cIOS_fixed.wad, I think your Wii is fully open for most of the homebrews and you have the advantage of the most up-to-date system firmware so the newest game should work.

I would like to thanks you guys that help rescued my Wii.
waninkoko for WAD Manager, Davi92 for modified WAD Manager and Slowking for hint on IOS16.
When I put that gay disc the first time, Wii will detect as system update.
After applying the update, wii will return disc error when insert the disc.
After checking with anytitle deleter, I can confirm that IOS16 was installed.
Now waiting for wad manager or cIOS installer that use IOS16.

If you or someone come up with the solution (a modified wad manager that use signing bug in IOS16) , a lot of people will be very happy.

They have new steps for fixing this problem. The old method didn't work for me eihter
