    This is all I've found. And it's still not perfect. I still haven't had the time to go back and edit the main post with a group of bytes and where exactly to place them for the orders. No save editors that I've seen.

    Not all, but any that are associated with orders, yes. Some customizations are found elsewhere in the game, such as Lappy's stuff being gained through sidequests.

    Gene codes offset is 8EDC8 in the save. And you don't really need even that much. I'm pretty sure you can max out all the legions with less than 100k.
