    um. At rank 25, it also reduces character level requirement of the item it is socketed into to 1.. Sooo, create the weapon and gem. level it to whatever level your heart desires and put into weapon.. I literally have done this from level 1 using an item editor but ok.

    That most likely requires game editing such as hex editting. That may be an entirely different type of modification. Why not stack affixes with affix cap on items? i.e Gem of ease with + 10 attributes? To replace dex gem Same with the other legendary gems. Can build strong enough to handle 150+ GR

    You add them to the database of the item editor. :) The item editor uses its own database.

    Cosmic Wings are not yet in the DB, you can use a DB viewer like mentioned earlier in this post to view AND modify. That app will allow you to add rows to the database. https://sqlitebrowser.org/ allows you to add them.
