Weirdly enough, that's only true for the 3DS where it is a PE port. Wii U and all the other 7th gen console port while coded using the same language, it's coded entirely different with different engine by a different team.

No, legacy version is different from Bedrock. Bedrock is based of Pocket Edition. Legacy Console Edition is it's own thing.

I prefer playing GBA games on the Switch since I can actually use mGBA for fast forward and save states. mGBA does exists on 3DS and PS Vita but it is pretty slow even for games like Pokemon. A shame since I want to play it on the PS Vita since the OLED screen does look better than the IPS...
