Gaming Japanese mail on a US console? (Brawl)

Gaming Quick question about "Duplicate Channels"
I noticed all the stuff people were saying about 'duplicate channels,' and I also noticed that all of those people had PAL Wiis. It's not the movies or games downloads that I would worry about, like breaking into networks, downloading encrypted things, spying on network traffic. I have seen so many "Top Secret" seals on files when I was a kid -
