To answer my own question, I think it's to express condescension and/or scorn to the reader. Like whatever the speaker is saying is so basic and obvious everyone should just know it by heart and the speaker's time is too valuable to waste explaining it to simpletons.

In reality, I believe ellipsis overuse makes the speaker look lazy and stupid instead.

Another less cynical theory is that the speaker believes ellipsis makes them look careful and contemplative, like they're really agonizing over picking the best possible words to express themselves. Sorta like Jeff Goldblum, I guess. :P
To that I flatly say: no. Jeff Goldblumism does not translate to text in any way whatsoever.
