Also This was in Japanese so translation may be a bit off so for that if it is I am sorry.

Summary: This was in a Japanese PlayStation site release about how they are ending off "PS3 Partial Messaging" so at the beginning of July you will no longer be able to message back and forth with people on PS4/VITA on PS3 so they are cutting where you get messages and notifications on both PS4 and PS3 even if someone sent it from PS4/Vita or even the PS App. You will soon only be able to send messages from a PS3 to others on PS3 and receive messages on PS3 from other PS3 players.
Honestly its been a good run since November 11th 2006 but I have a feeling the end of PlayStation Network online overall on PS3 is going to be a reality soon! I would imagine its got another year it will probably end somewhere when the console turns 15 years old.

From the post translated out of Japanese:

"Thank you for enjoying PlayStation®.

June 30, 2020 (Tuesday), PlayStation®3 (PS3®) and other platforms (PlayStation®4 (PS4®) / PlayStation® Messages App / My PlayStation® / PlayStation®Vita) message function or the like between the It will not be available as follows.

■ What cannot be used

  • Send messages from PS3 to other platforms.
  • Send messages from other platforms to PS3.
  • Display of game alerts between PS3 on PS4 / PlayStation Messages App.

The message function between PS3 and the message function between platforms other than PS3 can still be used.

We apologize for any inconvenience, but we appreciate your understanding.

* It will end sequentially from that date. The end timing may change depending on the region."
