Why don't you start by telling us about what you hope to accomplish by decrypting a 3DS ROM on a PC? And what you've found out so far by Googling?

This is a very simple batch file to decrypt CIA & 3DS files for beginner, the CIA will be decrypted and converted to CCI or only be decrypted CIA which able to install in Citra.

Why?

I got tired of the existing cdn files to cia converter tools. Most of them are ancient, require Python to be installed, depend on some specific folder structure and or batch file setup, don't generate tickets automatically, have zero error handling and are painfully slow on larger libraries. I just wanted a single binary I could run (or a GUI I could drag files into) without dealing with any of that.

So I wrote my own from scratch in Rust.

Thank you to everyone who commented. I am looking for a tool that can decrypt a 3DS file as a single file, without needing to unpack or split it first. My goal is to modify values within the ROM to enable cheating without using cheat codes; however, many of the tools I’ve found split the data into multiple files, which makes the process of rebuilding them a hassle. Also, working with a single file makes it easier to review exactly what changes were made later on. I would really appreciate any advice you could give me.

Next time, why don't you start off with a clear description of your problem and what you want to accomplish?

If I'm not mistaken, these things use some form of compression that effectively makes it impossible to meaningfully edit them without unpacking them first.

If you apply a cheat with layeredfs, that's also going to work with individual files.

Also, working with a single file makes it easier to review exactly what changes were made later on.

If you're the one who is applying the changes, why do you need to review exactly what changes were made..?
