Maybe a faster SD card. It's also too slow for me. Never heard of developer make loading screen longer for the purpose of making user wait. Only some game force you to watch cut scene which is possible to skip.
It's possible that developers not technically competent. I can only argue that the scene may be complicated under water. On that boat and in some simple room there is really no reason to take that long to load.
