    this is in the important.txt/readmeh.txt of the latest rxtools nightly:

    If you have a New 3DS, use 0004013820000002.bin from ReiNAND v2 (search for Reisyukaku's pastebin) instead of firmware.bin and put it in /rxTools/data/.

    Yes, that's true. If you use the Beginners Guide files it will be already made. Try holding L after you select rxtools, and when you select emunand. Also, go back to rxtools from Oct. 2nd. Or the one in Beginners Guide files. Newest rxtools don't work on n3ds.
