https://github.com/Act-One/sonic2013-wiiu-aroma/releases/tag/v0.1.4 use this one, it has the mods pre installed also for this one you have to make a folder on the root and not in apps, Sonic1 Sonic2 make those folders and put data.rsdk in them

Then, install the WUP (folder extracted from the .rar file) with WUP Installer GX or NUSspli.
