    I'm aware of that as well, hence I suggested USB Loaders patching games on the fly. Whenever the user loads a game, the loader would replace the HM files in the game's image with custom ones.

    I know that. What I'm suggesting is replacing the Home Menu with a new one by replacing its files. The new code would be run from the games just like the the current HM, thus no OS would be needed.
