Technically speaking, nobody has been able to develop an Adobe Flash Emulator for the Wii yet, given of the already known Adobe Flash WAD injection method, or perhaps Internet Channel websites hosting Flash Games like WiiScape. Here's what I know.

Short answer: It could be possible, however it may be incredibly difficult unless your super pro at making emulator ports to the Wii, and that the Flash emulator can actually work. The concept is very cool to think about though. :)

Long answer:
What isn't easy to port a flash emulator to the Wii is probably for the lack of emulators that can work under the Wii's C/C++ language. Ruffle would have to be reverse engineered into code that works for the Wii, kind of like SNES9x GX. That emulator was able to be ported due to its's code being written in both C and C++, which is a native coding language the Wii uses. Since it was already written in that language, it was probably easy to port.

The only Flash Emulator that I see the easiest to port is the Lightspark Flash Player, with 44% of its open-sourced code written in C++ and claiming to support all ActionScript versions (which would incl. AS3, the ActionScript version not supported on the Wii's Flash Player). I thought that would work given there would be less reverse engineering compared to what you would do to port Ruffle. Ruffle's code is in Rust, therefore it has to be rewritten in C/C++ for it to work on the Wii. The problems with porting Lightspark would be the packages need for it to run, as it's meant to be a browser plugin or a command line Windows/Linux application (for local SWFs). On top of that, it's still in an alpha state of development, with a question to who can actually develop and port the application to the Wii.

So, what does this all mean? If someone does manage to port a Flash emulator, like with reverse engineering or by porting a Flash Player that runs in C/C++, that's great. But the possibility of that becoming true would be pretty small, based on the information I know of.
