Undeletable app stuck on HOME Menu

This beyond stupid. I downloaded the DSi System Settings app from hShop and installed it onto my 3DS. Why? I’m just curious.
Now I’m stuck with an app that does nothing but crash when opened.
New 3DS XL
Also, first post so if I did something wrong then oops.

I downloaded the DSi System Settings app from hShop and installed it onto my 3DS.
Was it in a .Cia format? If it was installed somehow and the icon shows up in the home menu, you can delete it in FBI, be careful not to delete the wrong thing, the ones that show up in red are system files, doing so will corrupt the system.
Now I’m stuck with an app that does nothing but crash when opened.
What app? And "crash" as in goes to a black screen, or does it show an error?

Try running twl fix, which should corrupt the twl nand, then try to update.
 
Before doing anything hasty have you looked into the DSiWare section of Data Management?

1. It was a .cia file, and I can’t find it in FBI.
2. It shows the regular Nintendo error, no exceptions, no black screens.

Am I safe? I ran the TWL-fix and it wants me to update, but right before I ran it, the 3DS said “there’s a new update” Is it safe on luma10.3 or is it one of those updates that don’t really do anything

yes, update. it's going to redownload the twl stuff.
