CIA extension files within a 3DS ROM

When I used HackingToolKit3DS on the Kid Icarus Uprising .3DS extension ROM, among the results was a folder called ExtractedO3DSUpdate carrying 58 .cia files with the largest of them being 5095 KB. I assume these files handle the coding behind the gameplay. Of course, my interest would primarily be to reverse engineer the Power system, which would involve figuring out the precise details of how Powers work (beyond the mathematician's answer of "press a button, power helps out"). What do I do at this point?

I'm going to assume that's the firmware update that gets installed if you try running the game on a lower-than-needed version.
