priiloader I'd imagine. it depends on what you mean by semi-bricked. what's it doing?

- what causes the Brick please ?
- what was the last "Action" before it appears ?
- which Type of Access do you have please ?
(System Menu/Homebrew Channel/Priiloader/BootMii...)
- did you have installed Priiloader and/or BootMii please ?

To add to this, do you have a valid bootmii backup?
 
Depends.

If your brick is a banner brick, You can install correct SysMenu to correct it.

Otherwise, not sure if there's semi brick other than banner brick, but even if so you can still access to homebrew menu or smash stack so You could most likely correct it even without priiloader.

but as we said, We need to know what is your brick, what did you do to brick it, etc.

I am well aware, but you use priiloader to load bootmii, bootmii is used to restore a nand, not priiloader. (edit: apologies, I am admittedly nit-picking)

I'm surprised this question got so many responses. The question is very poorly phrased with zero background information. If it were me I'd be like...

yes bootmii but to access bootmii in a bricked console you need a program that loads prior nintendo code...
 
As previously stated, I am well aware how it works (edit: dude I am f*cking XFlak!!), I am just nit-picking your choice of words because technically you cannot use priiloader to restore a nand, you use priiloader to access bootmii which can then restore a nand. It's the same as saying use priiloader to play games off a USB, it's not a valid statement, you can use priiloader to launch another app like a USB-loader or bootmii but priiloader itself does not backup or restore the nand, and it does not play games off a USB.

Again I admitted I am nit-picking your choice of words, but I know exactly what you meant to say, which was "If u have a nand backup, use bootmii (accessible via priiloader) to restore nand". Btw, if the OP can still access priiloader he can still recover relatively easily even without a nand backup. Now I'm nit-picking a bit more, lol, the longer this Convo continues I will progressively become more of a grammar-nazi, lol

Also technically priiloader does not boot before Nintendo code, it boots before the system menu (which is what really matters and I'm sure what you meant), but there are earlier steps in the boot process than priiloader/system menu
