I have a Nintendo switch that ... suddenly there are lines in the screen while turning it on or off and the contrast is very bad that I can’t read small words

Usually we want pictures of the issue but it sounds like your LCD dead.

Damaged LCD ribbon cable or connector perhaps? Have you dropped it or anything? The LCD ribbon connector is extremely fragile.

I never dropped it and you can only notice it when the back ground is black as when you are restarting it . But when you are playing a game it’s normal .

In the TV mode it’s working fine .... the only problem is in the handheld mode specially if there is a black background as when you restart it you will see in the photo weird background and also when there’s a small writing it’s hard to read it . Other than that everything is working well .
 
So from what you writing i can guess that it's just appeared and before it was working fine?

You need some one with donor LCD it's hard to tell without any test, i would start with checking LCD connector and check how it will work with other LCD.
Even it's new i had refurb switches from Nintendo that assembled like garbage inside and i know 100% no one accept Nintendo where "inside".
Also never exclude factory defect's what's why we have warranties...
