Weebrew is hblauncher_loader but forked and has been repainted. This changes things like the banner and the icon. This is also available at titledb.

QnA:

Q: Does it change the homebrew menu?
A: It does not change it due to the fact the application is not the boot.3dsx

Q: What is the difference between this and hblauncher_loader?
A: The banner and icon has been changed, also the name has changed too

RELEASE NOTES:
v1.1

Fixed source code and updated cia file

WARNING: CRC-32 hash and size comparison between [hblauncher_loader_v1.3] vs [weebrew launcher] decompressed code.bin does NOT match. Need followup and more clarification from OP.

@weebrew, you said this was a banner and icon only re-skin. Did you use an older version of Homebrew launcher?

I'll update this post checking against this to HBL v1.2 , v1.1 , and v1.0 cia. For the time being, please reframe from downloading.

Edit 2 - I cannot verify any of the 4 available versions of Homebrew Launcher matching in hash and size against Weebrew Launcher.

I wish I could verify compiling this on devKitPro and cross compare the provided CIA vs the output, but my setup is messed up. Even with a Github account and page, that's not enough to go by.

However, explanation in hash and size changes could be due to using newer libraries + build environment versus what yellows8 used for his HBL. Someone else with working devKitPro help us determine if Weebrew Launcher is what says it is.

Edit - I'll try reinstalling devKitPro for the time being but don't wait on me if another person can get to this first, please.

Not much of a source... it uses a prebuilt .elf and ignores the unmodified source (so for the later question, dependencies shouldn't matter)
That sounds a bit concerning, so we don't know what's in the .elf? (if I am reading that right)

@Lilith Valentine and @Ryccardo already filled in about the discrepancies, but I went ahead anyway to give @weebrew the benefit of the doubt.

Okay, so I got devKitPro re-install. I know from experience that devKitPro can be PITA because source code has to match compatibility with libraries + environment.

To check that using the Make command works in the first place on my end, I tried compiling HBL alongside but separate from WBL.
  • HBL v1.3 compiles its *.elf and *.smdh.
  • WBL does not.
I tried again for WBL by deleting the provided *.elf and *smdh . Same thing happens with no build. There can a slew of reasons why this isn't working like changes in the variable names from crossing over from "hblauncher_loader" to "Weebrew-Launcher", but it is up to the author and dev to provide source code that works as-is OR clarify which exact version libraries and devkitARM R revision is needed.

Maybe I was wrong in possibly jumping the gun sounding the alarm. I don't want to scary away and shun someone if he/she is truly trying their hands on 3DS homebrew dev because it's tough breaking into this hobby while making a name for yourself and defending it. The reason why I checked this project out in the first place was that I wanted to pitch in a custom logo, as someone who dabbles in helping out another. Now, im not so sure. :(

Lets give @weebrew a chance to explain her or himself if she/he evere decides to come back.

@TurdPooCharger You gonna always be skeptical and that's the sad reality of the world we live in. Sadly the OP also has to be aware that we are going to be protective of each other come in with a heavy dose of skepticism. It's nothing personal to the OP and nothing personal for anyone else, we just want to protect our fellow members and any guests who might be venturing through the forums.
