so is this going to be like the PS4 once the console is powered into regular mode there will be a "Lock" on applications installled via homebrew?
Not sure. It depends on how titles are installed into the Switch in the first place. And since we haven't seen it being done in public yet, I certainly don't know

Not trying to be annoying, just wanna ensure my facts are straight...

To run homebrew on firmwares past 4.1 without PegaSwitch, you need Atmosphere. Hekate uses Atmosphere's files to boot the homebrew launcher. So unless you're using SX OS, you need Atmosphere in one shape or another.

@Reisyukaku is making an installer for eshop dumps! They're in the form of NSP files. We haven't got a lot of them yet, and the installer isn't really working yet, but it's in progress!
It's changing our view on what we think can be done on the Switch, and it's really exciting!

If you don't know @Reisyukaku... Rei made a custom firmware for 3DS called ReiNand, which was forked into Luma3DS, as well as Pokemon modifications. It's called MemeMenu for now, but might be changed in future to Bog Installer or some other memey name to satisfy the cravings of a rabid fanbase that simply requires memes to be a part of their software!

why can this tool "in a future update" support xci files as well. i here this person is good so ill wait as long as im not in the dark

Actually good question - why can't we just install XCIs?
Because you are trying to install a cartridge...

Anyways, eShop titles are theoretically safer than cartridges due to lacking headers but they may be require the console's unique certificate upon installation so who truly knows.

So, it can ("can" and "will" being 2 different things) install in the HBL's current state? Or do I wait until the whole shebang is released?

Actually good question - why can't we just install XCIs?

Because .XCI files are cart dumps, so by design - were never meant to be installed (much like how you couldn't "install" .nds files on the 3DS). .NSP are eShop dumps (the Switch's version of CIA files), but those have their own problems (they're signed by your unique console certificate for example - a magnet for bans).

.XCI files have their own problems like unique cart certificates (all the dumps zero them out for example) and there's no way to spoof a certificate with another because that cert is unique to that game (unlike the 3DS where you could just share the same private cert amongst a handful of games).

First, Atmosphere can't be installed. Much like the PS4 hack, we have to reboot it every time the console is powered off. Secondly, there are plenty of guides of booting the WIP version of Atmosphere via Hekate. Otherwise, Atmosphere is still a WIP so there are no installation guides on it but it will be very similar to what we have right now. All that would be different are the payload.bin file and the SD files

free stuff is free stuff it doesnt matter to me how the hell i get it
True, but right now we have to take what we have. It may be possible in the future so we will have to keep waiting anyways.
