I recently updated Luma and it brought me to this menu. I was wondering if I should have had boot emunand enabled as I assume it's safer to be in emunand(incase something goes wrong.) is it better to be in sysnand though? just wondering..

Also it's probably been about a month and a half since I updated. Does BSL9 need to be updated as well?

If you have "Boot Emunand" enabled, it'll do nothing, since you don't have an Emunand Partition on your SD Card...

There's no reason to use emuNAND anymore. If you followed the popular 3ds.guide, you don't have an emuNAND.

If before starting with 3ds.guide you had an emunand, the guide will allow you to keep it and use it. If you didn't, then you don't need it. Just follow 3ds.guide step by step.
