Homebrew 3DS Error Code 003-0399 on CFW

I am using a region free copy of Animal Crossing on a Japanese 3DS. Whenever I try to use online features I get blocked. I am told to agree to the terms and conditions (by the game) and when I do agree I am still blocked. Is there a way around this? I am still a noob with 3DS homebrew.

It was installed as a .cia file.

If I recall correctly, there was a Homebrew that was able to set the EULA for out-of-region games. You could probably try that...? If not, then the only other method I know of is to find an app called Config (in .cia format) and set the EULA to ff:ff. Config is an app that contains copyrighted material, so we can't share it.

If not, then the only other method I know of is to find an app called Config (in .cia format) and set the EULA to ff:ff. Config is an app that contains copyrighted material, so we can't share it.
