i will pirate it Like you would do. And the thing is in Italy I have full internet connection at high speed but here in england where I am now I have a limited one so I do connect but I don't do anything network intensive. btw in Italy there is this super good method of pirating, you don't need a VPN in Italy nobody gives a shit about what you download. Probably why nobody buys anythingI don't understand why you'd need an AV for a PC not connected to a network. Also, unless you pay for Malwarebytes, disabling Defender is going to make Windows complain because free MBAM doesn't offer a full security solution.

If it won't let you without internet, try to connect to the internet. If it doesn't work then, try to use the netsh command in the command prompt and you might be able to fix the limited internet.
Here is the netsh command: netsh int ip reset C:\resetlog.txt
You have to run it in admin mode.
If it goes successfully, to disable Windows Defender, go to the website at the bottom, but since you have limited internet, I'll just list the steps the website says.
Important: Before diving into this guide, it's worth noting that editing the registry can be dangerous, and it can cause irreversible damage to your system if you don't do it correctly. It's highly recommended to make a full backup of your system before proceeding. You've been warned!
Use the Windows key + R keyboard shortcut to open the Run command, type regedit, and click OK to open the registry.
Browse the following path:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender
If you don't see DWORD DisableAntiSpyware, right-click on an empty space, select New, and click on DWORD (32-bit) Value.
Name the key DisableAntiSpyware.
Double-click the newly created key, and set the value from 0 to 1.
Restart your computer to complete the task.
At any time, if you want to re-enable Windows Defender, you only need to follow the same steps, but this time, change the value on step 5 from 1 to 0. Then restart your computer to complete reverting the changes.

That really doesn't sound like a good plan. Why don't you just use Windows Defender? Or any of the other actually good free antivirus suites? Or pirate something real like Kapersky or Norton?

Actually I see that on their page they say to make AV programms obsolete but than agian they only say that they are anti malware, ransomeware and "exploit"? whatever this is supposed to be, but nothing about "Viruses" all together ... I doubt that any Virus goes into one of these three categories but who knows.

I do have an I7 as well and using Windows Defender and I usually have hardly more than 10% all together even with other programs running.

Maybe instead of pirating everything and wondering why the computer gets slow (I guess if it really uses 30% all the time there must be a virus or whatever error on your computer) you should probably only get the stuff you really need ^^V

How long did you wait before rebooting? It'll take a little while for it to settle down, and any decent AV may consider an unusually high number of reboots as cause for running a full system scan.Windows 10

Like I said, it takes time for it to stop whatever it's doing. Honestly Windows Defender is a pretty good AV compared to what it was. If you have WD and MBAM + a pendrive with Hitman Pro, I'm sure you will be fine without having a heavy AV like AVG or Kaspersky. (This is coming from someone that pirates most of it's stuff, hacks and installs stuff randomly)Windows 10

The problem OP is apparently having is that on startup it takes 30% of it's CPU(which it's normal, but he doesn't like it)What's the problem with Windows Defender? In the May AV-Comparatives Real-World Protection Tests, it blocked 99.5% of malware. It's also low on disk-usage.
