You can use PKHeX to place any Pokemon in the PC

We really don't know how bans are triggered, but the chances are pretty low, so I wouldn't worry about it

PKSM has a bank and a save manager, as well as wonder cards.

That can put the Charmander in your PC and you can swap.

There do exist applications that could modify your starter choices, but require a PC and the ability to unpack the game to modify certain files.

Closest to AR codes is Power Saves (same company as AR) but purely for cartridges and is mainly save editing, which PKSM does better
