I did a small research on the matter and it seems the developers made a last minute change so characters can't use alcohol provisions in ANY version of the game, they are now used on Mila's statues to recharge Mila's Turnwheel.

Does that mean there is a small print run of Japanese copies that do have this before it was removed or this was decided before release? That's what I'm trying to figure out and how people even knew about it.

It was decided before release, and people know about this for two things. The first being that the item's description in the japanese version states that they can't be used by units under 20 years old, but if you play any japanese version they can't be used period. The second being that dataminers found that they were usable at some point, I don't know if anyone has ever thought of hacking that option back in the game though.

Is there no "Game Plugin" option? What is your 3DS set up and did you install the Mode 3 CIA of BootNTR Selector? If you did, install the non-Mode 3 CIA version.

I don't remember installing any Mode 3 CIA or eve non mode 3 cia version what I did is I just update the past version of boot ntr using the homebrew browser

Can you give a screenshot of your plugin folder and the root of your SD card? Is your folder structure SD:/plugin/00040000001B4000/<name>.plg?

The plugin folder needs to be plugin, not Plugin or plugins or anything else.

i'll try to uninstall install bootNTR selector because it's also not working with other games

Kuno? is there any chance you are still making the gateshark version of this plugin? i loved the way the last one was done and this one is all in vague text for some of the cheats.

I would need the Gateshark cheats for the US version. I had plans to, but if the plugin is already out and there are no Gateshark codes for the cheats (to my knowledge), then there's no reason for me to.
